Before you remove the user's permissions and re-add them, note the user's permissions.

Once done the user’s properties are now synced with site collection and update properties started getting reflected.
There’s a quirk with Microsoft Excel 2010 (and possibly other versions) where custom number formats don’t get applied to existing data.
